The Strategic Initiatives Manager supports innovative health policies, purchasing strategies and a healthier Washington by supporting the oversight and strategic coordination of new and changing eligibility initiatives, inclusive of changes to programs, policies, and processes. This position ensures that these high visibility eligibility policy initiatives are implemented, programmed, maintained, and updated according to state and federal regulations.

About the division:
Eligibility Policy Innovation and Community Support (EPICS), within the IT Innovation and Customer Experience Administration of the Health Care Authority consists of staff who represent the Director of the Health Care Authority and speak with the authority of the agency in communities across the state. Leadership within the ITICEA are responsible to strategically align technological and people assets, to enhance the programs and services offered by HCA in a way that leverages human-centered design principles to improve the health equity of Washingtonians.

About the position:

The Strategic Initiatives Manager (WMS2) provides expert level consultation and specialized analysis of eligibility programmatic and system functions. This includes problem solving; leading cross agency efforts that facilitate program design and solutions of complex business requirements and policy development; and provides leadership for large-scale and cross divisional, cross-agency, and community-based projects. This position coordinates with a diverse range of technical and subject matter experts, project managers, and internal/external stakeholders to develop, track, and implement new and changing initiatives to Apple Health eligibility programs and processes coming from the state and federal levels. This includes the coordination and tracking of eligibility policy initiatives across the section, coordination and development of business requests and requirements, and prioritization of eligibility system enhancements, the section’s data requests, and ensuring eligibility compliance by tracking timelines and coordinating, prioritizing, and strategizing eligibility initiatives, and compliance related changes. This position is a leadership position within the agency with expert knowledge in Apple Health eligibility implementation, compliance, systems, policy development, and strategic efforts for upcoming eligibility initiatives.

This position is eligible to telework but may occasionally be required to report on-site to meet business need.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:
  • Provide leadership in facilitating process improvement projects, workgroups, and meetings across the section and agency related to Apple Health eligibility policy, procedures, and workflows impacting Apple Health eligibility delivery systems and eligibility systems.
  • Across the section and by leading a team, provide strategic oversight and alignment to prioritize project initiation, coordination, resources, and develop timelines in accordance with compliance timelines, agency goals, and directives with the management team.
  • Strategically plan resources, track, and prioritize the operative and data deliverables of the eligibility section; communicate and deliver internally and externally as required.
  • Manage, develop, and coordinate special projects, priorities, or other operational changes associated to eligibility system solutions. This includes participation, communication, and leading or assigning projects for the needs and requirements for eligibility system analysis and changes.
  • Work with executive leadership, eligibility policy managers, impacted business areas and staff to strategically analyze processes, systems impacts and solutions related to proposed policy and legislation.
  • Develop system and operational plans to comply with new regulations. When appropriate for higher level decision making, work with policy managers to draft agency briefing papers or process maps in order to conduct effective analysis with respect to impacts, risks, timelines, and solutions for project implementation.
  • Ensure implementation of resulting project and compliance timelines are within the requirements of federal and state mandates. Communicate timely with sponsors and executive leadership of timelines, risks, and mitigation.
  • Support the agency standards for use of project management tools and principles to monitor, track, and report on work assignments and project status.
  • Ensure incorporation of a diversity, equity, and inclusion lens in the consideration and implementation of new tools, projects, policy development, data visualization and analysis, and processes.
  • Serve as an agency champion in human centered design methodologies and approaches and prioritize the incorporation of human centered principles into initiatives, to ensure that we are designing programs and policies ‘with’ people instead of ‘for’ people.

Qualifications

Required education and experience:
Qualifying candidates will meet one (1) of the following criteria combinations:
Option 1:
  • Bachelor’s degree in health, social sciences, public administration, education, or a closely related field AND six (6) years of professional experience supervising or providing consultative experience in health services, social services, or Medicaid programs.
Option 2:
  • Associates degree in health, social sciences, public administration, education, or a closely related field AND eight (8) years of professional experience supervising or providing consultative experience in health services, social services, or Medicaid programs.
Option 3:
  • Ten (10) years of professional experience supervising or providing consultative experience in health services, social services, or Medicaid programs.
Qualifying candidates will also meet the following criteria, which can be gained concurrently:
  • Two (2) years of experience in budgeting, project management, and strategic planning that includes: program design and implementation, and data comprehension and evaluation.

Competencies:
  • A working knowledge of Washington State governmental structure and function of division, especially Medicaid policies, procedures, and services to ensure appropriate Medicaid services to participants of the division’s programs.
  • Have considerable working knowledge of state and federal laws, regulations, and procedures as they relate to Medicaid, health care reform and delivery of medical programs.
  • Formal training process-improvement and/or problem-solving methodologies such as Lean or Six Sigma.
  • Awareness of human centered design methodologies and practical applications within government agencies.
  • Ability to form relationships with strategic partners, e.g., government agencies, non-profit agencies, schools, business, and faith-based communities.
  • Ability to speak effectively and professionally in public to a variety of audiences.
  • Ability to write clear, concise, and grammatically correct letters, reports, and other forms of communications.
  • Excellent organizational and multi-tasking skills.
  • Experience working independently as well as an effective team member.
  • Strong interpersonal communication skills.
  • Proficient in MS office products including Word, Outlook, PowerPoint, and Excel.
  • Knowledge and applied skills in the principles of management and organizational practice. This includes group process and problem-solving methodologies, conflict management and negotiation skills.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.

The Washington State Employee Assistance Program promotes the health and well-being of employees.
Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
